About our procurement framework

We understand that reactive repairs and rising disrepair claims can easily overwhelm teams and budgets, especially when you’re under pressure to protect service standards and resident trust. This framework gives social housing landlords a simple, compliant route to manage repairs, address disrepair, and prepare void properties for residents.

Covering everything from emergency repairs and refurbishments to dedicated disrepair works, cleaning, security and pest control, it provides access to trusted local and national contractors. With transparent pricing through the NHF Schedule of Rates version 8, flexible procurement routes, and tools to track performance, landlords can save time, reduce costs, and be confident that work is carried out to high standards.

What's Included?

  • Responsive repairs and void property refurbishment: End-to-end services for reactive maintenance and re-letting standards, from general building repairs and roofing through to gas and electrical safety, boiler installation, and heating system testing.
  • Void property refurbishment: Managed internal and external refurbishment of empty properties, including kitchen and bathroom repairs, plastering and decorating, joinery, gas and electrical safety, and general building repairs.
  • Responsive repairs: Rapid-response repair services for internal and external assets, covering everything from roofing and drainage to plastering, flooring, and window and door repairs.
  • Disrepair works: Dedicated remedial works addressing property defects and health and safety risks, including damp and mould, water ingress, structural defects, plumbing and drainage failures, and defective roofs, windows and doors.
  • Void property cleaning and clearing: Compliant cleaning and clearance of empty properties, including removal and lawful disposal of household waste and debris, internal and external cleaning, and garden and outbuilding clearance.
  • Security services: Solutions to secure and protect empty, damaged or at-risk properties, from emergency boarding and temporary fencing to lock changes and alarm installation.
  • Pest control: Reactive and preventative treatment of infestations in properties and communal areas, including inspection, eradication, proofing to prevent recurrence, and safe disposal.

PfH works with you throughout the entire process – from initial requirement definition, through procurement, to ongoing contract delivery and management. We recommend contacting PfH early to discuss your project requirements and determine the most appropriate procurement route. You can award contracts through two routes: Direct Award or Mini-Competition. Contracts may be awarded for any duration necessary to deliver your requirements.
