About our procurement framework

Our Business Solutions procurement framework makes it simple for social housing landlords to access a wide range of essential goods and services, with compliance and value built in. Covering ten specialist lots including everything from office furniture and digital transformation to tail spend and sustainable procurement, this agreement offers landlords the flexibility to direct award or run mini-competitions to match their needs.

With accredited national and regional suppliers, this PfH procurement framework ensures quality, cost efficiency, and transparency, giving housing associations, local authorities and registered providers confidence that day-to-day operations are supported by a secure, compliant route to market.

What's Included?

  • Office Supplies & Solutions: Stationery, office consumables and value-added services such as managed print and recycling options.
  • Multi-Functional Devices (MFDs): Supply, lease and maintenance of MFDs and printers, with flexible service contracts.
  • Print Management Services: End-to-end print solutions including design, production and distribution of tenant and corporate communications.
  • Office furniture: Desks, chairs, storage solutions, and meeting furniture – providing high-quality, flexible, and visually appealing options tailored for the public sector. Additional services such as space planning, installation, reconfiguration, and maintenance are also available through the framework
  • Digital transformation: Access to comprehensive digital transformation solutions, designed to modernise operations, improve efficiency, and enhance data security
  • Work wear and PPE: Standard workwear, customisable uniforms, and PPE ranging from basic kits to advanced protection for high-risk environments. Specialist garments such as flame- and chemical-resistant clothing, thermal wear, and electrical protection are also available
  • Janitorial supplies : Disposable and reusable cloths, wipes, paper products, floor care chemicals, kitchen and bathroom cleaning solutions, disinfectants, spill kits, air fresheners, and first aid kits. It also covers cleaning tools and equipment
  • Tail spend: A managed route to handle small, infrequent purchases (tail spend) across categories to capture hidden savings, reduce admin and improve procurement control via automation and better supplier term

PfH works with you throughout the entire process – from initial requirement definition, through procurement, to ongoing contract delivery and management. We recommend contacting PfH early to discuss your project requirements and determine the most appropriate procurement route. You can award contracts through two routes: Direct Award or Mini-Competition. Contracts may be awarded for any duration necessary to deliver your requirements.

We work alongside you through evaluation, award, and ongoing contract management, holding suppliers to account, monitoring performance, and making sure your contract delivers what it promised.
