The PfH Energy Supply and Services DPS gives housing associations, local authorities, ALMOs and public sector bodies a compliant and flexible route to procure gas and electricity contracts, with access to fixed, flexible and collective contract options across England, Wales and Scotland.

About our DPS

Energy procurement has never carried more risk or consequence for social housing providers. Volatile wholesale markets, rising non-commodity costs and the pressure to align energy purchasing with net zero commitments mean that getting your energy procurement strategy wrong can have a direct and lasting impact on your organisation’s finances and its obligations to tenants.

Many organisations are still procuring energy reactively, without access to the market intelligence, timing expertise or flexible contract structures needed to manage exposure effectively. When energy costs spike unexpectedly, budgets suffer, and the knock-on effect on planned investment programmes and service delivery can be significant.

The PfH Energy Supply and Services DPS provides access to a panel of OFGEM-licensed energy suppliers across fixed, flexible and collective contract options, through a procurement route that is fully compliant with the Public Contracts Regulations 2015. Whether you need the certainty of a fixed price contract or the potential upside of a flexible or collective purchasing arrangement, this DPS gives you the structure, expert support and market access to make informed decisions that work for your organisation and the residents you serve.

What's included?

The DPS is structured across four lots, covering both gas and electricity procurement through fixed and flexible contract options. All suppliers admitted to the DPS hold a current OFGEM supply licence relevant to the lot they are appointed to, providing assurance around supplier credentials and regulatory compliance.

Gas and Associated Services: Flexible access to flexible gas contracts for public sector organisations, with suppliers able to provide a suitable product methodology and manage the placing of trading activity and positions. Designed for organisations that want to take advantage of market movements and actively manage their energy purchasing strategy rather than locking into a fixed price.

Gas and Associated Services: Fixed access to fixed gas contracts providing price certainty for the duration of the contract. Suited to organisations that need to budget with confidence and want to remove exposure to wholesale market volatility. Suppliers must be able to provide accurate billing and have suitably experienced teams to manage the smooth running of contracts.

Electricity and Associated Services: Flexible access to flexible electricity contracts, with suppliers able to provide a suitable product methodology such as volume tolerance, cash-out or tranche purchasing, managing trading activity and positions on your behalf. Designed for organisations with the appetite and resource to actively manage their electricity procurement in response to market conditions.

Electricity and Associated Services: Fixed access to fixed electricity contracts providing price certainty for budget planning purposes. Suited to organisations that prefer a straightforward, predictable energy cost without exposure to market fluctuation. Suppliers must be able to provide accurate billing and have suitably experienced teams to manage the smooth running of contracts.
