Your homes get most of the attention, but the buildings behind them matter too. Offices, repairs depots, community hubs and training spaces all need investment, and every project needs a contractor you can trust and a route to market you can defend. Running a standalone procurement each time is slow, and it pulls your team away from the homes and residents that need them most.

About our framework

Housing providers look after far more than homes. Head offices, estate offices, repairs depots, stores, contact centres, community centres and training facilities all keep services running for residents, and all of them need refurbishing, extending, adapting or replacing over time. The hard part isn’t finding a contractor. It’s finding one who can work in buildings where services have to carry on, who meets the standards your organisation expects, and who’s appointed through a route that stands up to scrutiny under the Procurement Act 2023.

Most members don’t run non-residential construction projects every year, so each standalone tender costs more time than it should. When your team is already focused on Awaab’s Law, stock condition and the reformed Decent Homes Standard, a one-off tender for a depot refurbishment or new office fit-out is hard to prioritise. Projects slip, not because anyone’s doing a poor job, but because there’s only so much a small team can carry.

We built this framework to take that burden away. It gives you a pre-evaluated supply chain of construction consultants and contractors you can appoint through direct award or mini-competition, without starting from scratch each time. The framework is managed under FAC-1, a collaborative alliance contract built around long-term partnership rather than project-by-project contracting. It covers any type of non-residential construction, from a small office refurbishment to a major new build.

What's included?

Multi-discipline construction consultancy

Most building projects start with questions rather than contractors. Is the building worth keeping? What will it cost to bring it up to standard? Who’s going to manage delivery while your team keeps the day job going? This lot gives you access to two national consultancy suppliers who can answer those questions and stay with you through design, delivery and handover.

Their expertise falls into four broad areas. Design covers architecture, civil and structural engineering, and building services and M&E. Delivery covers project and programme management, plus health and safety and principal designer duties. Estate strategy covers asset and estate management, alongside town and master planning. Sustainability brings in environmental specialists and decarbonisation and retrofit advice, which is increasingly important as your office and depot estate comes under the same net zero scrutiny as your homes. Appoint one specialist or a whole team, by direct award or mini-competition.

Major construction works (projects over £10m)

Some projects are too big and too visible to risk on an untested contractor, like a new head office, a merged operational hub or a major redevelopment of an ageing site. For schemes valued above £10 million, we’ve appointed a single national contractor with a track record across a wide range of public sector buildings. They take on the principal contractor role, and because there’s only one supplier on the lot, you can go straight to direct award.

If your project comes in below £10m but needs a contractor with this level of experience, that’s still possible where both sides agree.

Minor construction works (projects up to £12m)

This is the lot most members will use most often. It covers everyday estate projects worth up to £12 million, such as reconfiguring an office for hybrid working, extending a depot, refurbishing a community centre or replacing a building that’s reached the end of its life. Six contractors have been appointed to cover ten regions, with one contractor per region.

The regions are North West, North East, Yorkshire and the Humber, East Midlands, West Midlands, East of England, London and South East, South West, Wales and Northern Ireland. Each contractor was chosen for their experience delivering multi-trade projects in their area, which means they already know the local supply chain, subcontractors and planning environment your project depends on.

How to use this framework
