Awaab's Law Phase 2: PfH Member's solution guide
How we help you meet the 30 November 2026 deadline across all eight hazard categories | England only
From 30 November 2026, Awaab’s Law Phase 2 roughly triples the repairs subject to a statutory clock, and the time to get your supply chain in place is now
Phase 2 of Awaab’s Law extends the statutory timescales regime to eight new hazard categories, going well beyond the damp and mould focus of Phase 1. Fire and explosion risks, electrical hazards, excess cold, excess heat, falls, domestic hygiene and structural issues all come under the clock from 30 November 2026. From 2027, Phase 3 extends coverage to all remaining HHSRS hazards.
For many social landlords, the challenge is not understanding the legislation. It is having the right contractors, frameworks and procurement routes in place before the deadline arrives. A compliance failure under Awaab’s Law is not just an operational problem. It carries real legal, regulatory and reputational consequences.
This solution guide sets out exactly how we can help you get compliant, respond fast when hazards are reported, plan investment programmes at scale and use technology to detect hazards before the statutory clock even starts. Every solution maps directly to the Phase 2 hazard categories, and none of them require a full procurement exercise to access.

- Key dates you need to plan around 30 November 2026 is when Phase 2 comes into force in England. From 2027, Phase 3 extends the regime to all remaining HHSRS hazards. Both deadlines require supply chain decisions to be made well in advance.
