Procurement for Housing
2 Olympic Way, Woolston Grange Avenue
Birchwood, Warrington, WA2 0YL
Our procurement frameworks are free to use and available to housing associations, local authorities, registered social landlords and other Scottish public bodies. They give you a straightforward, compliant route to procure works, goods and services for the construction, refurbishment and maintenance of social housing in Scotland.
All frameworks are compliant with the Procurement Reform (Scotland) Act 2014 and the Public Contracts (Scotland) Regulations 2015.
Running a full procurement exercise every time you need a contractor or service provider takes time and resource that most Scottish housing teams simply don't have. Procurement frameworks change that. By doing the hard work of supplier assessment, legal compliance and commercial negotiation upfront, they give you a ready-made, compliant route to market that you can use quickly and with confidence.
For Scottish social landlords, that means being able to concentrate on delivering housing programmes rather than managing procurement processes. It also means having a solid, auditable compliance foundation, which matters increasingly as scrutiny of public spending in Scotland continues to grow.
Our frameworks are designed to work within Scotland’s procurement landscape. That includes meeting the requirements of the Procurement Reform (Scotland) Act 2014, supporting the Sustainable Procurement Duty, and providing the kind of flexible access to SMEs and third sector organisations that Scotland’s legislation actively encourages.
In practical terms, they help housing teams to cut the time and administration involved in sourcing suppliers, access pre-vetted contractors across a wide range of categories, work with national, regional, SME and third sector providers, generate measurable social value in their local communities, achieve savings that can be reinvested into housing and services, and demonstrate clear value for money to boards and regulators.

If you work with Scottish social landlords or want to, our frameworks and DPS solutions are worth knowing about. We support suppliers throughout the process, from applying and getting onto a framework to ongoing engagement through direct awards and mini-competitions.
Whether you operate nationally or focus on a particular region of Scotland, we can help you connect with housing associations and councils looking for what you offer. Scottish SMEs and third sector organisations are particularly welcome, and our DPS solutions make it straightforward to join at any point without waiting for a fixed deadline.

PfH Scotland is open to all Scottish social housing organisations, housing associations, local authorities, ALEOs and registered social landlords. Our community includes a growing number of Scottish providers who use our frameworks, DPS solutions and technology to manage their procurement more effectively.
Whatever the scale of your organisation, from a smaller community-focused housing association to a large regional landlord, membership gives you access to the same quality of frameworks, supplier relationships and procurement expertise.

For Scottish housing associations, procurement is about far more than compliance. It is about making sure every pound spent genuinely improves housing quality, supports tenant wellbeing and contributes to the wider community. Our work with housing associations focuses on helping them meet their obligations under the Procurement Reform (Scotland) Act 2014, achieve value for money and build supplier relationships that deliver beyond the contract itself.

Scottish councils operate at the intersection of national housing policy and local community need. We support local authorities in navigating this landscape, from meeting Scottish Government housing targets and EESSH obligations to managing responsive repairs and major investment programmes in a way that’s transparent, efficient and compliant.

Arms Length External Organisations often carry significant operational responsibility with limited procurement resource. We help ALEOs streamline their purchasing, develop internal capability and extract more value from their supply chain over time. Our team stays involved throughout the contract, not just at the point of award.

Strong procurement depends on a strong supply base. We work with contractors, manufacturers and service providers to help them understand what Scotland’s social landlords need, improve their tender responses and build lasting relationships with housing organisations. If you want to work in Scottish social housing, we can help you get there.
Social landlords often find that the real value of a contract is hard to capture over time. Pricing creeps, supplier performance goes untracked, and the data that would help you make good decisions is sitting in spreadsheets that nobody has time to maintain properly.
Quantum is our spend and contract management platform, and it was built to solve exactly those problems. It brings contract documentation, spend data and supplier performance into one place, making it far easier to see what’s working, what isn’t and where value is being lost.
For Scottish housing providers, that means being better placed to demonstrate value for money, meet your obligations under the Sustainable Procurement Duty and track the social value commitments your suppliers have made. Renewal reminders, automated reporting, basket-level spend analysis, it’s all there, and it’s available to every PfH Scotland member.
Based on standard invoice‑processing times and costs, our aggregated billing approach delivers the equivalent of more than £7 million in administrative savings and frees over 20,000 working days from manual processing over five years.

PfH Scotland brings together frameworks, DPS solutions, consultancy and technology to support Scottish social landlords at every stage of procurement, not just at the point of contract award.
Our members achieve real step-change improvements when they use these services together. Cost savings from compliant, well-structured procurement get reinvested into housing quality. Better contract management through Quantum means less value leakage over time. Consultancy support at critical moments means fewer costly mistakes.
It adds up to something that genuinely makes a difference for tenants and communities across Scotland.
