About our procurement framework

Traditional on-site construction can delay delivery, disrupt neighbours, and tie up local resources. This framework provides offsite volumetric homes that are manufactured to specification and installed efficiently, helping landlords deliver high-quality, energy-efficient homes faster for residents.

This framework gives housing associations, councils and ALMOs a route to procure offsite volumetric homes that are fully manufactured in factories and delivered ready for installation on site. Covering houses, low and medium-rise apartments up to 18m, it provides options for full turnkey solutions or supply and install, with flexibility to customise finishes and layouts. Developed by PfH in partnership with Building Better, the framework ensures members gain cost certainty, robust warranties and regulatory compliance, while improving delivery speed, sustainability and energy efficiency.

How to use this framework

PfH works with you throughout the entire process – from initial requirement definition, through procurement, to ongoing contract delivery and management. We recommend contacting PfH early to discuss your project requirements and determine the most appropriate procurement route. You can award contracts through two routes: Direct Award or Mini-Competition. Contracts may be awarded for any duration necessary to deliver your requirements.

Once you are a member

Our support doesn't stop when a contract is awarded. We work alongside you through evaluation, award, and ongoing contract management, holding suppliers to account, monitoring performance, and making sure your contract delivers what it promised. The aim is straightforward: better outcomes for residents and communities, with expert guidance at every stage.
