Waste management in Scottish social housing is more complex than it might appear on the surface. Organisations are managing construction waste from planned and reactive works programmes, bulky item collections from void clearances, hazardous materials including asbestos-containing waste, fly-tipping on estates, and WEEE from replacement programmes, often across geographically dispersed stock. Scotland's waste regulatory framework sits with the Scottish Environment Protection Agency (SEPA) rather than the Environment Agency, and the Waste Management Licensing (Scotland) Regulations 2011 and Environmental Protection Act 1990 place specific duties on organisations producing and handling controlled waste. PfH Scotland's Waste Management and Technical Services framework gives Scottish housing organisations a compliant, straightforward route to two vetted suppliers covering all waste streams, with centralised reporting, carbon tracking, and subcontractor management built in.
Pre-tender engagement with PfH members pointed to two consistent challenges. First, waste management supply chains in the sector tend to be fragmented, with multiple contractors handling different streams and no single point of accountability for compliance documentation or reporting. Second, the demand for carbon impact data has grown significantly as organisations work towards Scotland’s 2045 net zero target and look for evidence to support their environmental strategies.Â
The PfH waste management framework was designed to address both. The single-lot, managed service structure means members can consolidate waste handling under one supplier relationship rather than managing several, with the supplier responsible for subcontractor oversight and the quality of reporting flowing through to the member. Carbon accounting and waste tonnage transparency were specifically evaluated as part of the tender, ensuring both appointed suppliers can support organisations building the evidence base for net zero plans.Â

Total Waste Management and Technical Services: Full-service managed provision for all waste streams, with the supplier responsible for collection, disposal, subcontractor management, and compliance reporting. This covers housing, construction, highways, education, and defence waste streams, giving members a single point of accountability regardless of how the waste arises.Â
Reactive, Planned, and Fixed-Site Services: Scheduled collections for routine waste, reactive services for urgent or unplanned requirements, and fixed-site arrangements for organisations with ongoing high-volume needs. Service models are configured to suit individual member operating patterns rather than a one-size approach.Â
All Waste Streams: The framework covers household and communal waste, construction and demolition waste, bulky items including furniture and white goods, hazardous waste, Persistent Organic Pollutants (POPs) such as certain legacy foam materials in upholstered furniture, WEEE, and fly-tipping clearance and site remediation.Â
Direct Tipping, Kerbside, and Site Clearance: Flexible collection methods including direct tipping, kerbside and wait-and-load services, and full site clearance. Fly-tip removal is included, which is a practical consideration for organisations managing communal areas and estates where unauthorised dumping is a recurring issue.Â
Subcontractor Management and Reporting: Robust subcontractor oversight sits with the appointed supplier, not the member. Digital platforms provide auditable reporting and compliance documentation, supporting both internal governance and any requirements for regulatory evidence. Carbon impact tracking tools are included to support net zero reporting.Â
Technical and Compliance Services: Environmental, operational, and compliance improvement advice beyond collection and disposal, including waste reduction support and identification of efficiency opportunities across waste streams.Â
