About this procurement framework

Reliable connectivity underpins resident access to essential services, digital inclusion and modern service delivery. This framework helps social housing landlords procure robust telecoms and digital infrastructure that keeps residents connected, engaged and able to access support,whether from home, on estate, or through community spaces.

The PfH Telecoms Network and Infrastructure Framework gives social housing organisations a trusted, streamlined way to procure telecoms without the usual headaches of inconsistent supplier pricing, unclear service definitions and fragmented markets. It brings 14 pre-vetted suppliers across five specialist lots into one fully compliant route. Network infrastructure, hardware and cybersecurity covers broadband, fibre, WAN/LAN, managed networks and security solutions. Unified communications is available on either a licence-based or pay-as-you-go basis, covering cloud telephony, collaboration tools, video-conferencing and flexible cloud calling. The SmartConnect lot provides mobile contracts, SIM services, devices and 5G-enabled solutions, while the digital inclusion, Wi-Fi and IoT lot brings together community and estate Wi-Fi, environmental sensors, asset monitoring and connected devices. PfH Members can choose direct award for a fast turnaround or run a mini-competition to find the best fit for their specific requirements

What's Included?

  • Network infrastructure, hardware & cybersecurity: broadband, fibre, Ethernet circuits, WAN and LAN services, managed network solutions, switches, routers, firewalls, VPNs, anti-virus and cybersecurity measures; cloud and managed hosting; power systems; installation, hardware, training and support.
  • Unified communications & collaboration (licence-based): cloud telephony, hosted voice seats, collaboration tools, video-conferencing and integrated communication platforms on structured licences; hardware such as headsets and phones; services including helpdesk, integration, configuration and installation.
  • Unified communications & collaboration (pay-as-you-go): flexible, consumption-based cloud calling, instant messaging, conferencing and collaborative services with no long-term licence commitment; scale usage up or down to match organisational need.
  • SmartConnect: Mobile, 5G & hardware solutions: business mobile contracts, SIM-based voice and data bundles, mobile devices, tablets, mobile broadband and ongoing support; advanced 5G-enabled solutions for high-speed and low-latency applications; mobile device management and anti-virus.
  • Digital inclusion, Wi-Fi & IoT solutions: community and estate Wi-Fi deployments, digital inclusion initiatives, device provision with mobile data, training and education services, grants and funding advisory; IoT-enabled solutions including environmental sensors, asset monitoring, connected devices and supporting software for data and device management.

PfH works with you throughout the entire process – from initial requirement definition, through procurement, to ongoing contract delivery and management. We recommend contacting PfH early to discuss your project requirements and determine the most appropriate procurement route. You can award contracts through two routes: Direct Award or Mini-Competition. Contracts may be awarded for any duration necessary to deliver your requirements.
