The Social Housing Emerging Disruptors (SHED) 5 Framework provides a compliant route to market for innovative digital and physical solutions that support housing providers facing increasing regulatory, data and sustainability pressures.

Designed for areas where emerging technologies are difficult to specify through traditional procurement, SHED 5 enables organisations to explore, evaluate and adopt housing innovation with confidence, without lengthy, specification-led processes slowing progress.

About this procurement framework

Social Housing Emerging Disruptors – 5 framework (SHED 5) provides you with access to a new cohort of innovative solutions suppliers, focused on property health, energy efficiency, decarbonisation and sustainability, digital connectivity, data & smart technologies, resident engagement tenancy support and assisted living.

Housing providers are increasingly expected to adopt new technologies to improve safety, efficiency and resident outcomes. However, traditional procurement models assume buyers can clearly define solutions in advance, something that is rarely possible in fast-moving areas such as digital compliance, IoT monitoring, energy optimisation and data analytics. In many cases, innovative suppliers identify the problem and develop the solution long before the public sector is able to procure it compliantly.

The SHED 5 Framework addresses this challenge by enabling supplier-led innovation procurement. Rather than relying on rigid specifications, the framework allows contracting authorities to explore and evaluate pre-vetted innovative solutions that are already proven, deployable and compliant.

Now in its fifth iteration, SHED is a unique UK procurement framework designed specifically for disruptive housing technologies. It removes common barriers faced by SMEs and innovators, while giving housing providers faster access to solutions that support compliance, building safety, net zero strategies and improved asset intelligence. For buyers, this means a simpler route to market, reduced procurement friction, and greater confidence when adopting housing innovation in a regulated environment
