PfH’s Planned Works framework delivers compliant, regional solutions for kitchens, windows, electrics, roofing and more, empowering social housing landlords with oversight, social value delivery, and cost certainty through a transparent, competitive process.

About our procurement framework

Planned works procurement is rarely straightforward. Programmes span multiple trades, span multiple years, and span budgets that need to stretch while standards keep rising. The challenge isn’t just finding contractors, it’s finding the right contractor for your geography, your programme scale, and your specific mix of work, and getting them under contract quickly enough to keep your investment plan on track. 

This framework developed through direct engagement with Scottish social housing members and the market, with specifications aligned to the Scottish Housing Quality Standard (SHQS). Lot structure reflects Scotland’s regional geography, with suppliers assessed on their capability to operate in the areas they’re appointed to, from urban Central Belt stock to more rural and remote properties. The regional approach also means SMEs, who make up 22 of the 38 appointed suppliers, can compete meaningfully without needing national coverage they don’t have and don’t need. 

The framework was tendered on a 60% quality, 40% price basis, which reflects the reality that in planned works, how a contractor delivers matters as much as what they charge.  

Members access the framework through direct award or mini-competition, with PfH Scotland providing support throughout the process either as an extension of your internal procurement function or as a fully outsourced solution.

What's included?

Kitchen Supply: Kitchen products are available through two separate lots with different supply models. Lot 1 covers direct factory supply from leading kitchen manufacturers, including units, worktops, sinks, and associated products. Lot 2 covers the same range supplied via branch networks, giving members more flexibility in stockholding, storage, and local collection. 

Windows and Doors Supply Only: Supply-only lots for UPVC  and timber windows and doors, including associated products, fixtures, fittings, and services. Suitable where members use their own or separately contracted installation labour. 

Windows and Doors Supply and Install: Full supply and installation for UPVC windows and doors (Lot 5) and timber and aluclad windows and doors (Lot 6), including associated products, fixtures, and fittings. Suppliers carry relevant FENSA/CERTASS accreditations. 

Kitchens and Bathrooms Supply and Install: The supply and installation of kitchens and bathrooms and all associated works. This includes kitchen installation, patching plasterworks, painting and decorating, tiling, joinery, electrical requirements, sanitaryware, plumbing and pipe replacement, and flooring. Suppliers are ranked by region: National, North, Central West, Central East, and South. 

Electrical Works: Installation works including rewiring and upgrading of existing electrical systems, renewable solutions, and testing and maintenance of domestic appliances and heating systems. Suppliers hold NICEIC accreditation. 

Cyclical Painting and Decoration Works: Painting and decoration on a planned cyclical basis, including pre-paint repairs such as brickwork repairs. Covers both external and communal internal programmes. 

Roofing Works: Supply and installation of pitch and flat roofing and all ancillary works, including roofline replacement, rainwater goods, chimney pointing, porch repairs, and installation of canopies. 

Property Refurbishment: A comprehensive one-stop lot covering the installation of kitchens and bathrooms and associated works, windows, doors, roofing, electrical and heating works, decorating, building works, and decarbonisation works. Suppliers are ranked by region: National, Central West, Central East, and South. 

Surrounding Works: External works including hard landscaping, installation of gates and fencing, drainage works, driveways, and other associated external works.
