Housing staff in Scotland carry out tens of thousands of lone visits every year, from tenancy checks and property inspections to void assessments and emergency callouts in unfamiliar or potentially volatile situations. The Management of Health and Safety at Work Regulations 1999 requires employers to assess and manage lone working risks, and the duty of care on Scottish social landlords is reinforced by the Health and Safety at Work etc. Act 1974. PfH Scotland’s Lone Worker Protection framework gives housing associations, local authorities, and other registered social landlords a compliant route to six vetted suppliers offering GPS-enabled devices, smartphone applications, wearable technology, and accredited alarm monitoring.
The risk profile for housing staff who work alone is well understood in the sector, but translating that understanding into a procurement decision isn’t always straightforward. Technology options have multiplied, supplier claims are hard to compare without running a full exercise, and the stakes of getting it wrong sit with your staff rather than with an underperforming contractor.Â
This framework was developed through pre-tender engagement with PfH members to reflect actual lone working demands in social housing, and the resulting single-lot structure reflects that. It combines dedicated devices and mobile applications in one agreement, with the addition of pre-owned device options for organisations managing cost carefully. All suppliers provide alarm receiving centres accredited to BS 8484:2016 or BS EN 50518:2019.Â
The framework is fully compliant with the Public Contracts (Scotland) Regulations 2015. Free device trials of at least 30 days with up to 10 devices are available through all suppliers, giving organisations the ability to test before they commit.Â

Devices and Applications: Dedicated lone worker devices and smartphone applications covering the full range of safety features including GPS tracking, man-down alerts, panic button activation, and wearable hardware such as smartwatches. Pre-owned devices are also available where cost is a consideration. All solutions are compatible with multi-network SIMs for the most reliable coverage across Scotland’s variable network geography.Â
Alarm Receiving Centres: Access to accredited alarm monitoring services operating 24/7, staffed by trained responders and accredited to BS 8484:2016 or BS EN 50518:2019. All centres hold full business continuity plans with service resumption within 120 minutes of any breach.Â
Associated Hardware and Accessories: SIMs, smartwatches, replacement devices, and all associated accessories available throughout the subscription period. Suppliers can work with existing incumbent devices where these are already owned, reducing total cost.Â
Implementation Support: Dedicated implementation coordination including device despatch and delivery, portal access setup, and initial user configuration. All suppliers provide a named point of contact throughout the implementation process.Â
Training: Comprehensive device and portal training delivered remotely or face to face, including train-the-trainer and group sessions. Additional bespoke lone worker safety training is also available.Â
Ongoing Management and Reporting: Full reporting capabilities via a dedicated portal, plus device servicing, software updates, and a robust price increase protection policy managed by PfH Scotland throughout the contract term.Â
