Building safety compliance has never carried more regulatory weight for Scottish social landlords. The Scottish Housing Regulator’s scrutiny of asset management has intensified, the Repairing Standard under the Housing (Scotland) Act 2006 sets clear obligations around electrical safety, heating, and structural condition, and the Scottish Social Housing Charter expects landlords to demonstrate that properties are safe and well managed. PfH Scotland’s Compliance Solutions framework connects housing associations, local authorities, and other registered social landlords with accredited specialists across asbestos, damp and mould, electrical systems, lifts, and legionella, with suppliers assessed across seven Scottish regions.
Compliance in social housing isn’t a box-ticking exercise. It’s the evidence base that protects residents, satisfies the Regulator, and demonstrates that an organisation is on top of its statutory duties. The challenge for most landlords isn’t knowing what needs to be done, it’s finding accredited contractors who can deliver consistently, produce defensible documentation, and operate effectively across the full range of Scottish geographies from urban Central Belt stock to rural and remote properties.Â
This framework covers the specialist services that sit at the highest-risk end of asset management: asbestos surveying, testing, and removal; damp and mould treatment and surveying; electrical testing, security systems, and fully managed electrical compliance; lift servicing and refurbishment; and legionella testing and treatment. Each lot has been structured to reflect real operational needs, with options for standalone specialist services and fully managed solutions for organisations that want a single contractor handling the full scope of a compliance area.

Asbestos Surveying and Testing (Lot 1a): Accredited surveying, sampling, and consultancy covering all aspects of asbestos identification. Helps landlords maintain legally defensible asbestos registers and plan future works in compliance with the Control of Asbestos Regulations 2012.Â
Asbestos Removal (Lot 1b): Licensed removal contractors carrying out safe clearance with all required notifications, waste controls, and certification. Covers residential and void properties, high-rise and low-rise stock, and specialist accommodation.Â
Fully Managed Asbestos Solution (Lot 1c): End-to-end management covering surveying, testing, and removal under a single contract. Suited to landlords who want continuity of contractor and a single point of accountability for their asbestos obligations.Â
Mould Treatment and Associated Services (Lot 2a): Specialist mould treatment works in both occupied and void properties, including internal and external treatment. Supports landlords in meeting the expectations of the Scottish Social Housing Charter around property condition and tenant health.Â
Damp Treatment and Associated Services (Lot 2b): Damp treatment works including DPC, chemical injection, and remedial works in residential and void properties. Addresses root causes rather than symptoms, helping prevent recurrence and protecting structural integrity.Â
Damp and Mould Surveying (Lot 2c): Specialist surveying and consultancy to identify and diagnose damp and mould issues and produce remediation plans. Provides the evidence base needed for effective treatment programmes and regulatory reporting.Â
Fully Managed Damp and Mould Solution (Lot 2d): A combined service covering mould treatment, damp treatment, surveying, and consultancy under one contract. For organisations that want a coordinated approach to damp and mould management across their stock.Â
Electrical Testing and Associated Works (Lot 3a): EICR testing, PAT testing, electrical servicing and maintenance, and associated remedial works across domestic, commercial, and communal electrical installations. Includes renewable solutions and heating system testing.Â
Electrical Security and Associated Works (Lot 3b): Servicing, maintenance, and installation of electrical security systems including door entry, auto-opening doors, barriers and gates, CCTV, and alarms.Â
Fully Managed Electrical Compliance Solution (Lot 3c): A combined electrical service covering testing, EICR, security system installation, and ongoing maintenance under a single managed contract.Â
Lift Servicing and Refurbishment (Lot 4): Installation, refurbishment, servicing, and maintenance of lifts including high-rise, low-rise, passenger, goods, fire lifts, and stairlifts. Covers the full range of lift types found in Scottish social housing stock.Â
Legionella Testing and Treatment (Lot 5): Risk assessments, testing, and specialist treatment for legionella across hot and cold water systems, evaporative cooling systems, spa pools, emergency showers, and other water installations.Â
