Mini Competition

PfH can conduct mini competitions on behalf of members with the four suppliers on the vehicles framework.  Click here to download the template and return to kmeachin@procurementforhousing.co.uk, PfH will coordinate a mini competition and feedback the results comparing which of the proposals provides best value for money.  Assessing framework suppliers through mini competition is the recommended way to ensure efficiencies are realised, and PfH will manage the entire process on your behalf.

Summary and benefits

PfH's Vehicle Fleet Management Services Agreement delivers savings and reduces environmental impact for PfH members.

The contract has been awarded to four suppliers: Automotive Leasing, Lex Autolease, Lombard and Northgate. PfH's Vehicle Leasing Agreement offers a full range of services that will create typical savings of between 10-15%. Vehicles represent a significant cost for most housing organisations and it is estimated that the sector spends up to £75 million annually on vehicles.

Features and benefits of this new agreement:

  • comprehensive package of vehicle leasing and fleet management solutions;

  • a wide selection of vehicle finance solutions and competitively priced additional services such as: daily rentals, vehicle livery, bespoke racking and telematics;

  • independent and free advice on issues surrounding: The Highway Code, Health and Safety Act, Road Traffic Act, Corporate Manslaughter and Corporate Homicide Act, Duty of Care, Risk Management, Leasing Options, Vehicle Fleet Management Options;

  • local service level agreements to ensure that the requirements of each Member are catered for;

  • fully EU tendered agreement;

  • on-going contract management and supplier performance monitoring;

  • full range of fleet management and leasing services including contract hire and hire purchase with typical savings of between 10-15%.

The tender was a highly competitive process with some 31 leasing providers requesting PQQ documentation. The chosen four suppliers proved extremely competitive and the framework will provide real choice and flexibility for all PfH member fleet managers.
