The new PfH Recruitment Services Framework offers Members a variety of features and benefits that will provide tangible cost efficiencies and savings. Whilst benefiting from increased value-add through the new enhanced Agreement, PfH Members could also benefit from a reduction in commission levels of up to 40% with an average reduction of 27.76% compared with the previous Agency Labour Framework.
The Framework has been allocated to 11 suppliers in two lots across all services and job categories to allow for increased competition. Members have a choice of procurement options through general recruitment services or managed recruitment services:

Contract Agreement
February 2011 - January 2014
This agreement is set to run for the duration of three years with an additional twelve months extension for satisfactory performance.

National coverage with a wide variety of job categories to facilitate consolidation of staff requirements and provide increased flexibility.

Online time-sheeting facilities.

Weekly invoice information to support streamlined management of invoice payments and approval of timesheets
Agreed PfH Prices and Services Tailored to Member Needs

Fixed agency commission rates.

Indicative hourly rates, per region, for over 200 job roles.

Ongoing and regular monitoring and review processes for candidate checks.

Local level supplier knowledge in addition to a dedicated Account Manager.

Tenant offerings available in regards to unemployment and worklessness.

Fully transparent invoice breakdown as standard, including commission rate, candidate pay rate, NI (National Insurance) and WTR (Work Time Regulation charges).

Complete clarity of costs through standardised commission rate calculation across all staff requirements to allow for "like for like" comparisons between suppliers.

Potential volume discounts.

Comprehensive free of charge candidate vetting procedures and checks, including CRB checking.

Option for a two day “trial period” with no costs incurred in the event that a new candidate is deemed unsuitable.

Refund facilities available in the event of early termination of permanent placements.

Extensive management information reporting available online and free of charge.

Expert assistance available in data monitoring to ensure that optimum recruitment solution(s) and efficiencies are achieved.

Improved spend management through free of charge budget control facilities.

Ongoing supplier activities underway in preparation for expected AWR changes in October 2011 and free of charge support available to PfH Members.

Additional VFM services offered by a number of suppliers, including free of charge market intelligence, salary surveys and external benchmarking of pay rates.
